Create a traceable matrix
List each submission instruction and evaluation factor with its source section, response location, owner, evidence, and status. Update the matrix when amendments change the requirements.
Review more than format
Check that the proposed approach answers the actual requirement, the delivery team validates technical claims, and authorized reviewers approve price, schedule, and commitments. Check page limits and file rules last, then repeat after production changes.
Control the final version
Use a named final approver, a submission checklist, and a frozen package. Keep a record of the final files and submission confirmation for transition to contract management if awarded.
