Map the work

Break the requirement into pursuit tasks and delivery work packages. Record which organization owns each technical response, qualification, cost input, approval, and eventual performance obligation.

Validate the partner

A possible teaming partner should confirm its own capacity, evidence, constraints, and role. Do not describe a relationship as committed until the parties have approved the applicable agreement and proposal language.

Keep capture accountable
