How to qualify a government opportunity before bidding
A practical bid decision starts with fit, eligibility, evidence, capacity, and timing.

Start with the requirement
Read the complete solicitation and its amendments. Record the buyer, scope, place of performance, evaluation factors, required registrations, deadlines, and contract terms. A headline match is insufficient if a mandatory requirement cannot be met.
Test delivery and evidence
Ask the proposed performer to validate staffing, technical approach, past performance, subcontracting needs, and delivery capacity. Separate confirmed facts from assumptions. Identify every claim that would need client or partner approval.
Make the decision explicit
Use a short bid/no-bid brief with fit, gaps, likely competition, response effort, ownership, and a decision date. Record why the team proceeds or declines so future pursuit choices improve.
